The project to develop a 68MW -wind farm in Quebec’s Lower Saint Lawrence region will straddle two municipalities located in the MRC de la Mitis: Sainte-Luce and Sainte-Flavie.
When it was awarded a power purchase agreement by Hydro-Quebec on May 5, 2008, Kruger Energy had undertaken the following initiatives:
- Presentations of development plans at meetings with the prefect for the MRC de La Mitis, the mayor, general director and several councillors representing the municipality of Ste-Luce, and Ste-Flavie’s mayor and municipal councillors
- Consultations with the MRC de La Mitis concerning interim control regulations governing the installation of wind turbines on its territory
- Presentation of development plans to landowners
- Signed option contracts with property owners representing most of the territory affected by the development
- Obtained municipal permits for the construction of met towers
- Analysis of constraints affecting the development imposed by MRC de La Mitis’ by-laws
- Regulations conformity checks
- Preliminary environmental analyses (birds, wetlands, phytosociological distribution, specialized vegetation, potential archaeological sites, etc.)
- Preliminary noise analyses
- Preliminary analysis of architectural integration
- Consultations with the following Ministries:
- Sustainable Development, the Environment and Parks
- Natural Resources and Wildlife
- Consulted information from the following sources:
- Species at Risk Act Public Registry
- The Committee on the Status of Endangered Wildlife in Canada (COSEWIC)
- List of Vulnerable and Endangered Species in Quebec (MNRW)
- List of Vulnerable and Endangered Plants in Quebec (MSDEP)

- Preliminary study of the potential impact of a wind farm on local aviation given its proximity to the Mont-Joli airport
