The project to develop a 100 MW-wind farm in Quebec’s Montérégie region will straddle territory belonging to the municipalities of Saint-Mathieu, Saint-Isidore, Saint-Constant, Mercier, Saint-Rémi and Saint-Michel.

When it was granted development rights by Hydro-Quebec on May 5, 2008, Kruger Energy had undertaken the following initiatives:

  • Presentation of development plans at meetings with the prefect for the MRC des Jardins-de-Napierville, the mayors of Saint-Rémi, Saint-Mathieu and Saint-Michel, and the MRC de Roussillon’s general director and development officer
  • Meetings with property owners from municipalities where development plans were presented
  • Signed option contracts with property owners
  • Obtained municipal permits for the construction of wind measurement masts (met towers)
  • Construction of two met towers for data collection (currently operational)
  • Analysis of constraints affecting the development imposed by MRC des Jardins-de-Napierville and MRC de Roussillon by-laws
  • Preliminary environmental analyses (birds, wetlands, phytosociological distribution, specialized vegetation, potential archaeological sites, etc.)
  • Preliminary analyses of architectural integration
  • Preliminary consultations with the Quebec Commission for the Protection of Agricultural Lands (la Commission de protection du territoire agricole du Québec) in order to discuss agricultural zones and land classification
  • Consultations with the following Ministries:
    • Agriculture, Fisheries and Food
    • Sustainable Development, the Environment and Parks
    • Natural Resources and Wildlife
    • Culture and Communications
    • Transport
  • Consulted the SOS-POP database (endangered birds), the EPOQ database (Study of Quebec Bird Populations), the Quebec Network of Acoustic Bat Inventories, and the Saint Lawrence Valley Natural History Society in order to determine the presence of an endangered species 
  • Consultations with Hydro-Quebec to determine any environmental sensitivity to the installation of electrical infrastructure
  • Consultations with Transport Canada concerning limitations with regard to private airfields and telecommunications systems
